Damn if you billed that much and didn’t hit target what the heck was the target? Either way that’s an insane amount of hours. Unless you work to live you should start looking

Sounds like discrimination.
They talk about the bonuses and raises to see how they were handed out. Just like how people are encouraged to talk about salary to ensure pay equity. Whenever it's clear that the discrepancy can't be attributed to hours and matters, they typically raise it as an issue or plan to leave the firm. Pay discrimination is unfortunately alive and well in the legal profession along with other fields.
Time to move on. Dust off your resume and sign up for LinkedIn premium. Seriously, you can make more money somewhere else.
