Specialist Master / Manager I think... Above manager they don't do a lot of work for a single project usually.
At Booz Allen this would be "Senior Associate." There is also the technical / cyber track equivalent which I think is "Chief Technologist" but I'm not sure (the two tracks have exactly the same levels but just different names for the roles).

No. Unless he is coming from a big four government consulting group he isn’t coming in as a SA. I was a SM, led accounts and had my own team for a boutique and they wouldn’t give me more the LA.
You might be able to get “lead project delivery manager” or “senior solution managers which is the SM equivalent for the project delivery model and US delivery center respectively. But you won’t get SM on the traditional model. Maybe specialist leader (specialist model) but that would depend on your skills.
The M-level spots shouldn’t be an issue at all though

Based on what OP said below, sounds like manager / specialist master in Core would be realistic and PDM Lead depending on salary ask.
