think the “how they came onto you” part is super important…
“I really like you and I haven’t had the guts to say anything” is a whole lot different than like “you’ve got a great body” or something like that.
Talking to HR could mean this person loses a job. If what they did was super inappropriate then they should have to face the consequences. If they are somebody who you generally have good experiences working with and they make a mistake then you might want to rethink it.
Probably depends on more context and info. Did they stop when you turned them down? If they kept making inappropriate advances after you made clear you weren’t interested, maybe? If they stopped then no, they didn’t do anything wrong. But kinda depends on the manner in which they came onto you.

We were both drunk and definitely flirting with each other, he took it the wrong way and actually thought I would do something with them. Which is also partly my mistake as well. But he did not listen when I told him no multiple times.
Agreed. If he touched you, even after you said no, that’s just wrong. Did they apologize to you after? If you feel uncomfortable around them and they showed no remorse for their behavior, I’d report it.
