No - it's not standard or normal to get the top of your range. That's for top performers - usually less than 20%. As a consultant I'd expect avg for the majority of Cs to be in the 7-9% range.

I honestly don’t think those caps mean much, you can get much less than that, you can get more than that.
I got 19% as a C with good ratings last year, but those bonuses were the “biggest ever”. Bonus %s also go up with each level quite a bit

19% is not really normal for an average rated consultant so I wouldn't expect that.
