I'd say senior and above have the influence. But hey, if a mid-level can get you a meeting, that's just as important.
Especially if you’ve worked with that mid level before and he she is liked respected at the agency I would think
I’m a junior and have referred people who have then been interviewed for positions higher than mine. The only reason I haven’t referred the last three people wanting to intern at my shop is because their books were not yet there. I may be lower level, but I have taste and know what’s good. I’m also older, so maybe that makes a difference with my confidence and ability to decipher needs and qualifications.
