They don’t think about you at all.
I think it depends! I’m apparently on the “do not hire list” by the old HR person at MAL because I was offered a job and turned it down. She went off on me when I said I wanted to discuss the offer with my boyfriend (who is now my husband) and she told me that I “shouldn’t let a man dictate my life and stand in the path of my happiness.” When I asked to negotiate salary she told me “I make that much and drive a BMW.” So I told her I was uncomfortable working there after she made those comments and I felt they were unprofessional. Years later my old boss got a job there and was looking to hire and basically offered me a job if I was interested. I guess she told the HR rep who told her I “had been deemed not a good fit” and that it wouldn’t be supported...so my boss had to tell me that she was unable to hire me and admitted that HR basically had it out for me.
I’m totally not justifying the behavior. I’m pointing out that if you don’t work somewhere, and you tell hr at that company they are unprofessional, they are going to put you on the “do not hire” list. Whereas just turning down the job is not going to get you blacklisted, which was the original question.

No. When they reach out you’re usually one of like 50 candidates they DM’d. When you say no, they keep moving. It’s a job with a lot of incoming messages and a need to prioritize, plus a lot of recruiters are working on condensed teams due to COVID. If you want to stay in touch send them a connection request.
