I use InDesign. It's possible to get too cute with it and over design it though. You need to strike a good balance because you don't want it to look like a word template either.
Standard if you are creative.

Clean. Concise. To the point. Your portfolio is for flexing. Resume should be a lesson in restraint.
It will likely be printed in black and white on lousy paper so make sure it looks that way.
PS is not a layout tool. InDesign has superior type control.
i use ps and i'm an account person. clean with small hints of color but not something that'd look crappy in b&w. i'd prefer "too cute" over times new roman in a word doc any day.
ha I use id and I'm in research, yay @ Huge 1! No color for me, just a solid layout and a nice typeface. It can be done in Word or Pages though.
The question isn't if others fancy up their resumes, it's do people doing the hiring give a shit.
