Yes. Your base is likely 2080 or 2040 hours.
No. PTO time is removed from the denominator of (chargeable hours/total hours).
Yes! You should never go on leave. Ever.
The impact of PTO depends on what you're firm measures: FULL UTILIZATION or EFFECTIVE UTILIZATION. Full utilization will always use 2080 hours add the available hours (or something close). Effective utilization subtracts vacation, holidays, sick leave, paternity leave, etc from the available hours.
