You are going to burn the bridge, a little bit. How much depends on the partner’s temperament. But you asked this person to call in favors and do a bunch of work for you, and now you’re deciding to say thanks but no thanks.
Life happens. We’re all professionals, we get it. This partner’s reaction could range anywhere from “I get why you’re making that decision” to “I’m very disappointed that you didn’t explore that option before asking me to pull strings for you”. You’ve probably burned the goodwill you have with this partner, and you can’t ask them for any more favors for a while — maybe ever.
No one is going to begrudge you for doing what’s best for you, but understand you don’t get to do that and also not burn the bridge. You don’t get to have your cake and eat it too here.

Just be honest and say what you wrote here. If they’re a decent person, they might be a bit annoyed and disappointed but they’ll understand.
It ain’t that easy for a partner to hire someone, he’s to allocate budget for you, go stand up in-front of HC/territory and provide your values.
But still it’s your career and you’ve to move forward. Sometimes it’s ok to leave some scars
Do you see a future where you come back to this country via a transfer ? If there is a possibility, the same partner who helped you could get you back.
Honesty is the best policy. It’s your life, your decisions. Tell him you are doing the best for your family and your future. He will get it.
