Is it really a chance at performance improvement? Or basically just 30 days to find a job? If she does for the performance improvement route, I would work hard on finding a job in case it doesn't work out.
If she likes the job then she should try to improve her performance. She will never learn otherwise
Amazon is notorious for its pip. Very few can get out of it.
Performance program. Sounds like there wasn't a lot of management support but new boss is coming in. Also her first year after undergrad managing in operations. What should she do? Take the severance or stick around a little longer while she looks for a new job on her own terms?
Does the performance improvement program have measurable criteria for improvement or is it subjective? If the former, I'd stay and work my ass off to meet them. If the latter, it sounds like a way for Amazon to get out of having to pay severance.
A2, they have measurable criterias but seems like she struggled since it's her first year on the job after undergrad managing at the warehouse. She wants to pivot into marketing, which is what she's always wanted and studied. Is it better to take the severance and look now or during/after the performance improvement? How's the timing now to look?
Well... reviews go around. To be honest I don't think she will be pivoting anywhere with an improvement program on record. Not being negative but it's like getting off a bad project and your next sm asks for referrals and your previous rating. I imagine that's not easy to explain and in most cases even though you can explain it no ones trying to take a chance on that.

Ehhhh -- I say take the severance if she doesn't want to stay with Amazon. That way she can focus on the job search 100%. What's her hesitation with doing that given the unlikelihood of job security 30 days from now? Sorry if I'm missing something here.

My friend was in a similar situation. Take the severance bc they didn't give him good way to improve that could be done in 30 days. And even the improvements he did make they weren't happy with.

Is this job related to her line of interest? I was wondering how did she not get mgt support. If relationships have become caustic its worth changing. If she wants to stay the real question is can she do it. I will never sack a person rather advise a person what role area might be good for her. The Amazon mgt doesn't sound right to me. Sorry for her to happen that in first year itself.
