Internal promotions are always less. Add in the fact that it’s a terrible job market too so they know they have the upper hand.
You should be getting at least $200k but they’ll no doubt grossly underpay you unless you have a competing offer. And even then be prepared for them not to counter. Good luck.
Negotiate?!? If you think you can ask for the sky. I’ve never had anyone negotiate a promotion. If someone did, my agency would probably accommodate it, but then that person would be put on the slow track in the future as management would remember such a bold move.
Salary raises don’t get promoted. You could try and make a case for getting paid like your peers but it’s also dependent on the scope of the account. Take the title and use it towards looking elsewhere.
Don’t get negotiated*
You can negotiate exactly what they tell you you’ll now be making. Which is likely less than an ACD made there 15 years ago.
