But hs said offer location is decided on project allocation. How can I change the location to other location? If I leave the job will it be any problem?

My understanding of a phone screen is it serves two purposes:
1) To confirm your resume
2) To confirm your interest in the position
The second call, so to speak, starts the behavioral / technical portion. I’d be happy to give advice, but you being at Accenture makes me think you know what to expect from these, roughly.
As far as your second/third question:
Project staffing depends on your tenure. Everyone is aligned to a space/team (think Pfizer, B2B, Market Insights, Value/Access/Pricing) and your work will be largely or entirely within that space.
A/AC are pretty much limited to full time or half time staffing. Half seems much more common.
Cs can be full-time on 1 project or split across 4 or so. Depends on their role (full time likely for a C who is the lowest man on the totem pole or on a high-visibility, high-value program type engagement).
Ms are almost always spread across numerous projects - 5 or more, maybe even more than 10. But I’ve had Ms working full time on those same high-visibility, high-value programs. It varies. But remember, this is where you manage your own book - you’re rarely being “staffed” like an A/AC/C.
AP/P is again based on your own book. Hopefully you’d have many, many projects at this level.
As for culture, it depends on your team. I love mine - couldn’t be happier. Most of this app seems miserable, though.
