Is this a good offer for a mid level product management job at a fintech: £70k base + 10% bonus?

I have 6 years of experience, 2 years doing product management and product owner roles at pwc and then 1 year doing growth marketing (50% of role was delivering product improvements for CRO).

Last week at an office meeting the office manager, in front of everyone, without my knowledge beforehand, announced that I was the only person in the office eligible for a senior position. I was shocked and responded in that way. I have to apply for the position and after some thought I decided I didn’t want to do it. They aren’t offering an increase in base pay and giving me the responsibility of management without the title. Yesterday, I received a PIP is this retaliation?
