I would focus on looking for connections in your network and try for a referral.
Connect with recruiters and people on LinkedIn and add a personal touch to it. That’s always done wonders for me. Applying cold is extremely hit or miss.
Also figure out how to sell your story in words that the recruiters want to hear (eg. Have you done strategy, or even better, product work?) What makes you interesting compared to the millions of other b4, ACN, tier 2, even MBB candidates out there?
If you’re at a b4, then you have enough opportunities to get involved with enough things to make yourself stand out. Perhaps you lead agile enterprise initiatives, or worked on some cool +1s in high demand areas…if you can get your resume seen and pique their interest, then in this market you can at least get an interview.

No I got interviews without it, it’s honestly comes down to finding the right opportunity and presenting yourself for it in the best way possible
I used Exponent and found it really helpful. But I’m currently in a mind numbing job and needed it for the mental stimulation to prep me for interviews. If you’re not getting bites on your app then you need to seek referrals or adjust the type of roles you’re looking for, interview prep is getting a little ahead of yourself.
Years ago I used a resume writer. They had good ideas, but agree, today it’s more about finding a connection. Sending cold resumes and hoping for responses isn’t the best strategy.
