I don't have any professional advice other than people should stop doing this for reasons other than I simply do not like said person. Messing with people's livelihoods is so evil. Unless the leader is genuinely hurting someone or failing to do their job, tolerate them, be cordial, collect a paycheck and move on with your day. I don't know the details of the situation you are explaining above but I would just document everything.

Document the pattern. If they're actions are genuinely hurting the team, report it. Especially if they are retaliating.

Honestly, I lack the ability to say something on thid topic that's purely constructive, since this topic is a bit sensitive in nature.
I've witnessed this kind of thing happen at some of my previous places of work, and it honestly shows the type of work envirnment it is.
Conspiring to get someone fired is never a good look to future employers, or people you yourself wish to hire.
I'd advise against it. Especially if the person is doing great at their job like they're supposed to, and they only take issue with the person for personal reasons that have nothing to do with their performance at work.
There isn't a clear way to navigate this issue, in my perspective. The person would just end up transferring to a different job.
If you say something about it, you'll come off as a person who escalates personal issues and therefore, unable to resolve interpersonal conflicts with coworkers.
On the other hand, if you don't say or do something, it makes you seem like a pushover.

It’s a tough situation for sure
I have had this done to me. That is what you call a toxic work environment. So document everything, and don't say anything, you are either on their team, or no team at all. So you know what that means, it could be you next. No one wants to be a part of a toxic work environment, when there isn't any trust, and always watching your back, drains the life out of you, should be looking for some where eles to go, or try to change the environment. (Going to HR or owners if you go that route.)
