Generally, the PHR is more compliance focused which is more important for smaller companies, since you would likely have a small HR team relying on your knowledge to keep the business in compliance with all federal and state labor laws. It also gives you a strong foundation in HR essentials.
SHRM certifications will be more strategic, and help you solve issues across more domains of HR. What you’ll learn will be less tangible, but will teach you how to assess HR issues and find solutions, regardless if you are a specialist or generalist.
I would recommend PHR if you know you will be happier in smaller companies. The SHRM would be better if you wish to join a large company, where you are more likely to be a specialist in function and aren’t expected to know anything and everything about core HR.
It depends on your career path that you want to take. SHRM can help you become a better HRM and it’s great for managing larger organizations (500+ employees). PHR will help you become a better generalist and more aware of laws and generalist related topics.

I took the PHR prep course thoroughly eCornell and purchased additional SHRM practice tests to study and was able to take and pass both exams. I now have both my PHR and SHRM-CP. I feel the PHR was more compliance, laws, and history while the SHRM was more situational.
