Yes, they do. I have seen PMO kind of assignments in 1.5 and 2 tier organizations. Mostly it depends on vertical, partner.

In tier 2, there is no strategy consulting role. They do PMO work only
Even small clients prefer MBB and few boutique consulting (1.5 tier) for strategy case
It maybe anyone - Big 4, ACN..all do PMO work only
I've seen strategy engagements in ACN. There are boutique firms which do strategy as well.

I had interviewed with EY Parthenon and few others, my notion was they do strategy since the name of the vertical had strategy in it. But the interviewers said they majorly do PMO. I was quite bummed.
Have been in PMO role and it is repetitive.
How to get out of this role (more than a year now)
Also there is fear of being on bench as pipeline could be slow
Look for internal and external opportunities who do only strategy work. Your director and manager, eventually Partner, are not able to convert good assignments on regular basis and that's the reason you've been in PMO role for long.
