I live in Dubai and have only worked here for the last decade. Therefore can't offer much comparison to the states, but what I can say is that Dubai is very competitive now to get jobs, not as easy as it used to be. Companies now prefer those with local experience versus before when they prioritized those with experience from more developed markets. This is because the market has become more sophisticated and they now want people familiar with the nuances of working in the Middle East.
Also, many PR firms in Dubai don't just do PR for clients in UAE, but you may very well find yourself doing PR for companies in Saudi ( the hottest market for business growth), Bahrain, Oman, Qatar, etc. because Dubai is hub for the rest of ME. Therefore as a PR pro, you may need to understand the media landscape in each neighbouring country too. It is common to see teams in Dubai PR firms working Saudi weekdays and weekends if they have Saudi clients.
The Middle East is a growing market for a lot of agencies, but how easy it is to get hired depends on whether you’re a citizen or not.
You still have to pay US taxes, so beware. There’s a reason people only do 1-2 years there…
