Which one to choose between Optum and Tiger Analytics for Data Scientist position? Where can I expect better data science domain expertise (In my previous companies I found very less understanding of Data Science practices as team)? Heared good things about both of these. Also hearing Tiger is expanding rapidly and getting some crap projects as well in the name of data science. Could someone put light on these things?

Firstly, mostly people don't come to know beforehand what exact project they'd be allocated to work.
You'd definitely be informed about the domain/profile/tech stack but not the project before joining, so it's not strange.
Secondly, considering your current pay and current market standard/condition, ask them for 13.
If they're really in a hurry and the hiring is urgent, you'll get this pay in one shot or by getting several approvals.
Otherwise anything between 10-11 is decent to start off with.
Then look out for more offers upon that one.

Accenture is offering huge salary (~25-30% variable). You can ask for 16LPA.
They will give you.
It's very rare for it companies to disclose the project details prior to hiring. Looks like a pretty normal scenario

Lol. Any decent firm will never disclose the project. You're not a current employee and have not signed any NDA. Since you're new to industry, let me tell you the first golden rule in consulting/IT - You can never discuss your clients outside your own firm. You cannot mention it in person or your resume.
With the current market in mind.. I suggest you to ask for
Atleast (1.5×your fixed) as fixed
Variable in accenture is minimum of 15% and it can go to 30% also..
Ask 9 LPA as fixed
Even if you have 15% variable pay which is around 2 LPA
You will have 11 LPA as offer.
