It's a tough situation and I've been there. I'd recommend a hand-off call with each team /time zone (with log file notes, if needed). That way, everyone on the call(s) understands the expectations, responsibilities and ownership if the work isn't completed on time. Managers should also be included on that call since they'll need to account for the P&L with an increased project burn. The "team" needs to be a team for success.
Agreed. I'd recommend setting up a meeting with your Manager(s) on the email thread to identify the issues and propose solutions. Get their feedback, agreed next steps and resolution timelines. If still unresolved, I'd escalate to Sr. leadership. Another proposed option could be a profit share if your project P&L meets or exceeds a certain percentage. That keeps everyone motivated - or at the very least, more team /department leads.
I suggest scheduling a meeting with your manager to discuss the challenges you're facing and propose possible solutions, such as implementing a clear handoff process or establishing expectations for coverage during different shifts. Been there... it sucks but it is a good solution.

You could incorporate a stand up like meeting where everyone reports on what they're working on and you can address the potential roadblocks you see from people before you in the channel slacking on their stuff
