HR works for leadership, not employees.
With the massive lack of context, I have 0 idea what complaint actually is other than the tired trope that HR is only there for the company.
Meh - if you work your relationships properly, HR could and should be an awesome ally. Not enough people do it, too many can’t responsibility for their actions, and more mistake the godawfulness of the US approach to employee protections (I.e., whatever exists is pointless because the system in this country is built to protect companies, their leadership and their investors) as being HR’s fault.
Investigations?

HR is for the company, not us peons.
But HR are peons too.
Depending on what jurisdiction you're in, you may have a right to see that information under various employment or privacy laws.
HR is not a certification and there are no standards. Anyone can work in HR. Most professions do not have mandatory certifications.
they will always deny it. If they admitted fault they would be opening themselves up to litigation
Additional context would help. Are you looking to make sure they typed what you said? As someone who works in HR, we often are advised by legal (depending on how serious the offense is) on what to say and who can see it. You don’t need to answer but I’m wondering if you are the subject or just a witness.
