Is it SAFE joining Wipro as technical lead (B3) with 37LPA? Knowing that package is pretty high as compared to collogues in same band. HR is not ready to give project manager(C1) position.
Appreciate your suggestions/input.
Would there be any scope of increment going forward?

Welcome to consulting...
What is it you struggle with the most? The actual tasks, time pressure, prioritization, software, or concepts?
Find out the cause and come up with a plan. If you’re confused about concepts/terminology/frameworks/tasks, block 30 minutes with a manager or SM on your engagement. If you’re a fresh grad, no one expects you to know everything (or anything). It’s better to ask for clarification at the start than pretend to understand now and make huge mistakes later on.
Talk to someone junior you’re close to/someone you can trust and ask them for advice on how they overcame challenges and time management tips.
I don’t know if this is your first job, if it is I’m sure it’s a big lifestyle change. But I can guarantee the hours, workload and responsibilities will only get tougher as you progress.
You’ll get there, everyone started in your position once. I know this will sound like the classic “great learning opportunity” bs we’re all too used to hearing but if you can learn to overcome this, it can really work to your advantage when it comes to reviews etc. don’t be afraid to ask for feedback to check what you’re doing is aligned to what your managers had in mind :)
