It is a second interview. If the interviewer was in a suit for the first interview chances are the partner will be in a suit for the second. They also would have seen how people dress in the office on the first interview too.
What will the partner be wearing? Dress the same as the partner. If s/he will be formally dressed so should you. The exception to that is if you would need to return to your current job in a suit and that would be a red flag you are interviewing. In that case what you would normally wear to work is fine. If the partner is then formally dressed I would simply say, please excuse me for not wearing a suit but it would be a red flag to my current employer that I am interviewing and they do not know I am looking to leave.
depends ok the position, but at the least a blazer. I'd personally roll with a well fitted suit no tie.
The first response is good. If your office is more formal or your are more comfortable with a suit simply say you have client meetings later in the day.
I think there is less risk if you are over rather than under dressed. The middle ground is blazer (with or without tie).
