Unfortunately probably. Whether the comments are race-based or not, if your concerns about the behavior aren't being taken seriously now, it's not a fantastic sign. I would bring it up again and consider going past your supervisor if things escalte. Sorry you're dealing with this!
What are the comments and in which situations? Are you onsite or working remote? Just keep all incidents documented so you can share with HR as your evidence. Definitely reach out to HR.
No. You've already spoken with your manager and that hasn't helped. Let HR know that your manager is aware of the issue but nothing has changed. Say you want it on record that you have raised a complaint and want HR to at least give some guidance because manager has failed to do so and it's not easy coming to work everyday not knowing what other snide remarks will be directed at you that day.
ETA - Send HR an email with details and let them know your calendar is up-to-date (make sure it is) and you'd like to speak with someone sooner rather than later so you can get help you need.
