I think it’s highly dependent on your local market. Does your state/locality allow such builds? If so, I think it’s almost never wrong to add value to the property and will almost always give you a good return.
Sounds like a reasonable build cost. But a little damper on your plan is garages aren’t considered livable space. So if houses are selling for $300 per sqft your garage sqft wouldn’t help increase value much. Thats why low budget builders don’t build garages. The 2bdrm livable sqft would help. Utilities may be on top of your budget, it’s highly variable. I’m building a 1700sqft home for 245k with a 2 car garage. Well water is close to house, power close to house, need to build a septic, cement driveway, landscaping so an additional 50k. It’s a cookie cutter, bulk build home on my property. Also don’t forget tax assessor will stop by, expect a sizable property tax increase. I built a shop on a property once and my property taxes went up $300 a month. I tried to fight it and they said next November you can dispute it. Also an ADU is a small house under 1200sqft on the same lot as a primary home in my county. On a separate lot it’s just a small house and it makes a difference when you resell it. You might want to build it so it can be sold as a separate property.
