What do you mean by “access”?
Obviously you will need to show them bank records, just like you did when you got your first mortgage.

Provided if proof of funds is standard practice. The only time they might ask for “access” is if you are getting a mortgage with the same bank you have your checking and savings account. They might ask for permission to debit your account directly at closing instead of bring a cashiers check at closing.
No other bank should ask for access for your account. Bank statements should be sufficient.

Nobody should need access to your bank account (not 100% sure what you mean by access but definitely dont give any login info to anyone), you can obtain a proof of funds letter directly from your bank. Have you sold your home/do you have a pending offer? It sounds like your offer on the new home is only possible if/when you sell your house, you can make an offer in the meantime and use a home sale contingency clause in your offer, your agent should be familiar with these - depending on your local market it will mostly likely make your offer less attractive so you may want to think about what you are willing to forgo (not asking for closing costs, accepting $x amount that you will cover for things that come up in inspection etc).
