No but then again there are a lot people who think inoffensive stuff is offensive so idk. Best practice is to say nothing at all if you’re unsure about how sensitive the person is. No one ever got sued or fired for staying quiet unless they were actively covering something up.

No, this is normal communication that clearly refers to the weather. If someone voiced a complaint and requested I not say something like this, I liked honor that request. But that does not fall under the category of "harassment".

So no, it’s unlikely this would be considered harassment unless there is greater context around the scenario
Did you growl like a tiger or end with 'baby'? I'm a D&I leader and no, that would not be harassment. However, if someone called you out on it, then you know you made them uncomfortable so just consider that in future communications.
