Depends on your function / team … but most teams require you to be in your role for 2 years before going from 4 to 5.
Manager support / consideration is at least 85% of the game, especially in non-tech ladders, as you *CANNOT* self-nominate (only tech ladders can).
Tenure and network / politics matters in going up for L5 … I know someone who got two Superb Perf scores in a row as an L4 (this is top 3-5% designation) and still couldn’t get promo’ed to L5, due to tenure (aka hadn’t hit 2 years on team yet).
TPMs indeed can (since tech ladder)! :)

I did before I even started. State your intentions early. Moved to L5 in 11 months.
Did the same… had a post offer meeting with the boss and let ‘em know I’m trying to promo soon
Depending on your relationship with your manager, you can express interest right away. Getting employees promoted is a strong signal for your Manager's perf, so they WANT to promote you, but they also want you to be ready to be successful. Find a time to have a conversation about your career, and what you want out of it, Google Manager's usually appreciate knowing what their directs want.

Start in July. Ask what you can do to position yourself for a promotion. You need 2-3 solid performances in order to get promoted.

Be prepared for L5 though. L4-L5 will require you to take on a lot more responsibility and most likely be a manager too. So you really need to want everything that comes with it!
