Who cares
Not intended to be shitty feedback. If you are no longer at the company with no plans to return, then it has absolutely 0 impact on your life and you should not care at all. 100% my expert opinion :)
Perfectly legal in the US. No company had to hire you, ever. They can put you in a do not how list for any reason at all (except discrimination).
How do you find out if you are on that list?
Probably came up in the employment verification process.
Unless it was done for a protected status reason (age, religion, disability, race, sexual orientation). There is nothing you can do, and no, there is nothing that prohibits them from doing so and not telling you
