If you request a salary that’s too high does the hirer usually tell you it’s too high and offer you the salary they had in mind or just ghost you and move on to the next candidate?

I got my offer last year to join in Sept this year. Recently, I was made aware by people in the firm that there is an increase in salary across the board including my role. I’m a former forensic scientist that left the field several years ago. I recently received a subpoena from a case I worked and suggested to DA to have evidence re-worked by the lab or stipulation. If I am required to testify (as an expert witness), I would need to book a flight, hotel, etc. My question is this: can I ask for my requested hourly rate, travel, and hotel to be covered when speaking with DA or is that “not how this works” as the investigator put it?
