No, in the US that's collected for government statistics. It's optional to give the info, and it's not given to the hiring managers. I've heard people who work in HR talk about how that info is more or less stripped out once it's collected and just reported to the government.
HR uses it as diversity candidate pool metrics to prove that they are “equal opportunity employers” in case they get sued.
They could but they shouldn't right? What happens if for example they realise that their aggregated metrics are showing a bias towards a category (even if not really on purpose?) Will they try and make up for it, hence doing exactly what they wanted to avoid in the first place? These things are scary.

From what I understand, it's collected anonymously for EEOC. I would hope there isn't a way for hiring managers or recruiter to see that info.

Most companies keep that data separate from the hiring decision to ensure fairness and compliance.
