Product manager doesn’t care about the actual implementation, a program manager does (from a very high level).

Product manager cares more about Product lifecycle and user experience / features and things like that. Their KPIs are tied to the Product they manage. They interact more with end users, business stakeholders and the like.
Program managers or Tech Program Managers focus more on delivery and execution of the program- which might have multiple workstreams, projects or even products. They interact with technical delivery teams more.
no wonder i keep getting told "if you describe your role it sounds more like product management" - my role is pretty much exactly the first of the two descriptions but my title is TPM
