There has to be some change in the composition of the panel - I've never heard of the exact same people doing the 2nd stage interview.
I was also very confused. I do labor and employment, plaintiffs side, so I see a fair bit of the employment process with government non selection cases. I’ve never seen a hiring action that used two panels with the same panel members. I guess I’m just going to have to roll with it.
Every second round interview I've had is different but if the same hiring panel is joining you and assuming there's a higher up, then it's some of the same questions you've already answered sprinkled with more personal background questions. Sometimes they'll ask for people you know in common beyond the disclosed references.
I'll have to admit that if made it to a second round, I usually took the job and I haven't had too many jobs. But I've done dozens of first round interviews and they tend to be a pretty picky bunch. That second round interview is generally to make sure you are the same person that showed up in the first round.
UPDATE: asked about the panel being the same and there are no additional changes being made. If I get hired, after one year, I’ll have to ask about that.
