I got an offer at Nokia, and my new manager said that she wanted to put me in the higher salary bracket however the HR insisted that we lowered the range. That caused me to receive a much lower salary than expected. Should I renegotiate even when my manager said that she tried giving me more. Does HR really play that big of a role in this?

Hi, I applied for a BFSI domain consultant position at TCS through Linkedin. Next day two people took my interview and said they are good to go with my profile. I might have one more tech round and HR will contact. After 4-5 days HR sent Ibegin link to create my profile and update details. Then it's been 3 weeks no other update. I had cleared all the rounds in S&P and had salary discussion 1.5 month back. The HR is always saying the management is on leave and will soon get the approval and release offer. Today she shas asked for one more week to release the offer. Should I wait for it or move on. Are they waiting for some other candidate to join before rejecting me at last moment.
