I feel like I've been lowballed, can someone explain the below breakdown please?

Base salary: 60k
Quarterly quota (per quarter): 107k
Quarterly bonus (per annum): 23k
130% Annual bonus = 11.5k
"23% commission on quota minus base": 37k (don't understand this)
"Proposed 23% commission on 150% quota minus base": 86.5k
Sales commission threshold per month: 22k
OTE: 122k
Cost/Sales: 28%

That base salary is lower than my previous base by a significant amount by 32.7%

I have an interview for a big in-house place coming up. A friend who works there, same role I'm interviewing for, makes I think 40/hr. I'm at 56/yr now, way cocky for me to go in asking for $45/hr?

How does contract to hire work? If I’m offered $37/hr on w2 for 3 months and then possibly a permanent position, how much can I expect to get annually as a full time company employee as a BI data analyst II? I have a M.S. and certificates in DA but this will be my first job as DA.
I prefer working for what is offered on contract without negotiating, and then negotiate when I transition into the company itself so I have a better chance of getting the contract position and show my skills.

Does anyone regret joining a boutique consulting firm? I signed with a startup out of college (spring 2020) whose founding partners were all partners/Sr leaders at a few T2s. Our firm is super small (dozen FTEs) but does really good work (we charge premium rates and work super cool projects). I’m very excited about the role but didn’t realize I’d need to take a pay cut when I applied (~100k base + ~20k bonus + ~60k equity vs. 90k base + 10-20k bonus).
