Is 40k a decent starting salary for associate producer in NYC? I thought it was higher and I want to make sure I’m not getting a low offer

I got offer from Deloitte USI with 13.5 LPA Fixed. ( 50 % hike from my current CTC) and I have accepted the offer. YOE 5 . Later, I got another offer with 16 LPA from cognizant
I just tried to negotiate the Deloitte offer but Recruiter told me that this is a maximum hike(50 %)as per their budget and the offer cannot be modified once it is accepted.

Is it acceptable? I was thinking to join in Deloitte.
Please help me find the right decision (Deloitte USI or Cognizant)
