Referalls are a scam. Anecdotally, I noticed zero difference with vs without one. In fact the inverse rule you are describing applied to me — I got interviews at places I cold applied to and didn’t get interviews where I had a referral.
It's better to apply without a referral than it is to not apply at all. Pitch yourself well, come in with solid skills and a good resume, and are a hireable candidate overall, your name is still in the ring. Referrals can come in handy, but you're not guaranteed to fail without one.
Why not reach out to alum from your school on LinkedIn to get a referral?
