Hmmm... I generally don't encourage getting a financial advisor, but in this case it might be a good idea (an actual fiduciary). Perhaps they could put her money in vehicles that would be more cumbersome for her to withdraw from.
Though she would still have power over accounts, having to call the Fiduciary to make withdrawals might help my putting a trusted person in the middle to hopefully dissuade her.
And that person not being you would be better for your relationship, I imagine

My mom is very susceptible to sales pitch and had already bought a ton of “wellness products” but has never been in the market for investment products…..
Tell her to take the money out of that investment and give it to you because you know of a risk free investment with 35%+ consistent returns.
Just kidding, but you do need to step in even if it’s her money, as this really does sound like a scam and you should do your best to help.
