If you're an analyst, you don't turn down projects unless you're way ahead on util and you're in high demand.
OP, don't just do that project if it's only 60% utilization. If a 100% comes along take it, or find ways to fill the other 40%. The opportunity is there if you network

"Work more hours" seems pretty serious, OP. Like a nice way of saying "stop being a lazy shit that produces little to no value add on your teams" and isn't more specific because you don't DO enough for them to give you more directed feedback. Salary bump sounds like the least of your worries...
No I'm federal. They kept trying to put me on shit projects, 60 percent utilization. Rode the beach for a few months and my first project had me ghosting hours. They don't have rating anymore, I was in the upper-right third of the scatter plot.
I guess I should say the only advice on how to improve was to work more hours, there was feedback that I was doing a good job and keep doing what I am doing, just work more hours.
Thanks guys, all things I learned the hard way my first year. 100% percent staffed now for as long as I want to stay on this shitty project, which will be when I hit 85-90% utilization for the year or find another job outside of consulting. I really hope it's the latter.
