@OP, I like to talk to people. So I usually network, whether they are in my line of service or not. And I follow up with them, and we become friends and talk. When there is opportunity coming up, they often times think of me and that's what keep me going! The company is so big, so many opportunities just internally.
OP - I think you need to let HR know that you'd even be willing to switch companies or they may not take you seriously.

Tell them you would like more traveling an d work load. Them them you feel underutilized and staffed that will keep you out of the unemployment line
Say you have an ear infection and cannot travel by air due to the buzz in your ear - have legs seen that to work! Sit back at home me relax for a month then travel for a week and say it worsened. Your Manager will never ask you to travel
Be very clear about public sector that you want federal. Plenty of people on public sector work travel. I know, I've done it for 4 years.
Question...do you it'd be possible to ask about a public sector project that could be a lot more local? Or is that pushing it

Yes it's advisory and probably one of the only advisory service lines aside from fed that stays local

I think it is perfectly reasonable.
I'm having a chat this week and I'm trying to figure out how to phrase it. Because I don't want it to sound like "hey I'm looking for other jobs because I want to be local", but I would much rather stay near family at the moment.
