I’ve applied and interviewed at PwC for 2 Mgr-level roles in IT Risk, recruiter told me they think I need to apply for roles the next level up for my YOE, edu, and pay grade… Aren’t there M1, M2, M3 etc. levels within each firm, no?

SM.
Believe in yourself.
I’ve learned the most and performed the best in ‘stretch roles’ (i.e jobs I was too junior for or under qualified for).
If they’ll pay you SM go for SM. Manager 1 is 4-6 YOE if you start from associate, M3 is 6-8 YOE from associate. But most people move from M2 to SM1

Yeah seems like you're a borderline M3/SM1. Go for SM1, worst case they downlevel you to M3.

I wouldn’t say it’s 5-6 for manager; that’s usually only the case if you start at the firm as an associate and even then 5 YOE is for high performers. Typically more experience is required if you’re coming from industry or a lower tier consulting firm.
I don’t think I’ve seen any come in as a Senior Manager in my practice; even when they had 10+ YOE and consulting experience. We typically hire lower and promote faster based on performance.
That being said; can’t hurt to try for SM if you think your background aligns well with the job. I’m a big believer that YOE is a little overrated; if you’re talented why should YaoE hold you back. Responsibility between M and SM are very similar.
Senior Manager for sure. PwC is 5-6 years to get to Manager for most.
