Let’s say you have 40 hour work week, if you work 40 or more on client hours, you’re at 100% or more utilized. If you work less, you’re at whatever the hours worked / 40 % is.
That doesn’t include firm holidays or other holidays.

Nope. Utilization is calculated on an annual basis. So overworking 1 week and underworking the next, will just offset. Also, the admin hours don’t matter. I.e. you can have 200 admin hours or 400, the only thing that matters is the billable, divided by the set total hour target

Yes, what % of your total available work hours are chargeable.
Perhaps you can think about it as profitability... how much of your time was billable and how much of your time is not... I'm kind of surprised you don't understand this concept. Perhaps you should consider another field.
Keep that same energy whenever someone brings up a concept youre unfamiliar with. Bet you're a fun guy to work with.
