Some states have laws on 'moonlighting' so check state and local law in addition to your handbook. Florida, for instance, allows this and the State law has precedent over employer preference so under those circumstances, a person would not have to report it. Keep in mind, some states are also "at-will" employers meaning an employer does not need a reason to terminate your employment so if they found out about (insert anything) and didn't like it, they could terminate your employment (also because of state law).

What does your employee handbook say? I've worked at orgs that explicitly state in the handbook no outside roles.. if you signed an agreement saying you wouldn't work extra jobs then you're going against a contract you signed. Might be dumb but they make the rules.
Also this was a memo, not a directed slight at you-- don't get in a tizzy and mad at your org about proprietary rights when it was a generic memo sent to all users.
