3x in 3 years early in your career is probably fine.
No one hires people that jump every year, into any kind of senior role, ever. So it’s probably time to figure out where you want to stay for a bit.
Sometimes the short game doesn’t help the long game
Hiring happens based on skills and need. Credibility crockery can take a hike. Why would jumping roles to further one’s career be treated as a knock against you?!?
On the flip side why should I as an employee invest my time in a company that won’t adequately compensate me or upskill me? Two way street.

Job hopping 3x in 3 years will be a red flag to some hiring managers since they'll worry you won't stay long if hired.
Not saying it's fair but depends on if the people hiring you view you as a flight risk.

Best to stick the landing on the next one or stay for a few years in the current one.
