My first instinct would be to create a list of best practices that you’ve built for yourself. Share with this person more in the spirit of “you’re new I thought this might be useful”...or “I noticed x, thought this might help you short cut”. You could also include things that your mutual manager likes/expects. With only what you’ve seen so far i probably wouldn’t go to manager immediately.

Try to help the person first! Don’t just go to management. Use this as an opportunity to help your colleague and build up your management skills. Think about what you’d want someone to do for you.
Concerned about lack of attention to detail and communication skills. The plan is for him to take over some accounts after he returns from vacation. I don't think he would do well as our role has minimal supervision and high client contact. Should I talk to our manager or him? If so what would be the best way to approach?
