Counter the offer and ask for a signing bonus. Don't mention if it's advertised or you heard about, just include it in your counteroffer.

You can do it in a conversation. In the past when I've received an offer verbally, I've asked for a day or so to consider it then went back and offered my counter.
For me, it was something like 'I appreciate the offer and I'm excited about working for XX; the salary I was looking for is $$ with a signing bonus of $'. They will typically need to get back to you and they may not meet your counter but offer something in the middle. A signing bonus is much easier for them to offer than a higher salary.
If you want it in writing before you counter you can do that, but in my opinion it's not necessary.
You just bring it up and ask. People make this harder than necessary
