New steelcase or used Herman Miller
Herman Miller or Steelcase are your best bets.
There’s cheaper options, but the ~$1k I spent on my HM Aeron is one of the best purchases I’ve ever made and I know that it’ll last decades.
This is what I bought recently and I’m only 2 inches taller than you. Their “A” size is built for us and it’s legit amazing! This is how I used my Deloitte well-being subsidy so I tell myself I only paid $500 for it haha. I got a lot of the “bells and whistles” options for it too because I felt like I really couldn’t put a price on my back and neck pain so it was the right decision for me.

Get a standing desk. (Around 200)
Try to find a used Herman Miller Aeron (older model) or one of the Steelcase chairs. I got my used Aeron for about $450.
I think with that budget you'll definitely have to go to like an office furniture resale store.. but brand wise go for something like Herman Miller. The one store I went to had a used one for 500-600

Contrarian take - the smallest version of the secret labs chair. Very firm which in the long run is better for back pain.
This chair is exactly equivalent to the Aeron. Except it’s $399.
It’s amazing. I have had it for the last 18 months. So sturdy. So breathable. It IS the Aeron.
My husband has the aeron and he regularly comes sits in mine and asks how I spent $1000 less than him 😄

In addition to having a good chair, make sure to stand up frequently, do stretching and strength exercises. Hip flexors, back, glutes , and quads really tighten up from sitting too much and that affects your whole body
Why don’t you use the wellness budget and up the range?

I think a combo sit stand desk is the best combo for your back I would also recommended getting a theragun it will do wonders for the pain.
Also given that you are quite petite you may want to look for a smaller chair many are only set up for the 5’5-6ft range even if they are adjustable.
The DC area has a store specifically selling high end used office chairs - I got a $1500 chair for $400 there in perfect condition.
I am sure other large metros have similar stores- would highly recommend
