No I believe the giver won’t have to pay gift tax due to the lifetime exclusion but he will have to file a gift tax return. OP will receive givers basis in the property and will use that basis plus other allowable costs when he sells the property and cap gains may need to be considered

Your brother is just giving you a house with no strings attached? Is your brother trying to hide assets or is this really just a gift from your rich brother? You will assume your brother’s cost basis such that when you sell you will own more on the gain and you will need to pay property taxes that will be based on the market value.
