If she doesn’t have any experience - how can L4 be low???

Hmm.. L4 is generally entry level for SDE-1 with masters/bachelors I’m sure L5 is not out of reach, just need to negotiate your worth.
Promotion under a year requires senior leadership sign off on it.
Only a handful happen any year, because it requires your interviewers admit they were wrong based on data provided by your manager
Is she coming in for something very niche? One could argue time spent in research is work experience if it is additive to her work - someone else at entry level may not be able to provide the same input/output and overall value.
they told her it's more of an economist job than a data science role (i.e. more of a research role). is L4 considered entry level?

It's the level all new engineers come in at if they have no experience. Data Science just has a small premium on their pay bands
