Are they in industry or PA somewhere else? Guessing industry, but want to be sure. And if industry... do you want to do that?
What will your title be? Will you have direct reports or be an individual contributor, and are you okay with that?
I was in a similar situation, and took the money (but wasn't for someone I'd worked with). Two years later, I was back in PA. The work in industry was boring, and the politics even more toxic.

If you enjoyed working with your former manger, feel like you’ll be able to learn a lot or it’ll fit what you want (work life balance), and have the opportunity to work under him or her, I would take it. This is assuming benefits are similar.
Negotiate up, also take into account perks that you might not have at the new place (like retention bonuses, retirement matches, etc.). You'd probably make up the 30k by staying at deloitte through promotion, so that alone wouldn't be enough to convince me to leave.
Uplifting advice. I was also thinking about settling down in the new place is a headache.
I would try walking in them and see if they fit me
